With almost three decades of experience in the petroleum industry, Mr Shi Yanliang is a respected senior corporate leader and has held various leadership positions at various state-owned enterprises. Prior to this appointment, Mr Shi’s principal appointment was as Chairman of China National Aviation Petrochemicals Pipeline Co. Ltd. 

He served as the General Manager of China National Aviation Petrochemicals Pipeline Co., Ltd between December 2018 and March 2023 before taking on the role as its Chairman in March 2023. He also served as the Executive Director of China Aviation Oil Import and Export Co., Ltd between August 2013 and September 2015, and was its General Manager between October 2009 and August 2013. 

Mr Shi holds a Master’s Degree in Petroleum and Natural Gas Engineering (Project Management) from Yangtze University, People’s Republic of China, and is also a qualified engineer.

Mr Teo Ser Luck is an entrepreneur and former Member of Parliament. He is currently the Chairman of BRC Asia Limited and Serial Systems Ltd, as well as the President of the Institute of Singapore Chartered Accountants.

Prior to joining politics, Mr Teo was the General Manager of DHL Express (Singapore) Pte Ltd. Mr Teo began his career as an auditor and had accumulated over 15 years of experience in the private sector where he held various management positions as head of sales, marketing and business operation before progressing to lead and oversee as Regional Director, General Manager and Managing Director of multi-national corporations in Asia Pacific. He previously worked in Hong Kong SAR, China, Thailand and India where he helped lead various start-up companies.

Mr Teo is an elected Member of Parliament for Pasir Ris-Punggol Group Representation Constituency since 2006. From 2006 to 2017, he served as Minister of State for Ministry of Manpower, Mayor of North East Districts of Singapore, Chairman of Mayors’ Committee, Minister of State for Ministry of Trade and Industry, as well as Senior Parliamentary Secretary in Ministry of Community Development, Youth and Sports and Ministry of Transport. He was also the Chairman of Singapore-Shandong Bilateral Business Council and Vice Chairman of Singapore-Jiangsu Bilateral Business Council. Mr Teo led Singapore’s successful bid for the inaugural Youth Olympic Games (YOG) that was held from 14 to 26 August 2010. He was also the Advisor to the Singapore 2010 YOG Organising Committee and the Mayor for the Youth Olympic Village.

Mr Teo was recognised as a young global leader by the World Economic Forum in 2007 for his contributions to the business and community services sectors. He was thrice conferred the Nanyang Alumni Awards - the Nanyang Outstanding Young Alumni Award in 2006, the Nanyang Alumni Achievement Award in 2011 and the Nanyang Distinguished Alumni Award in 2015 from his alma mater, Nanyang Technological University, for making a difference in public service. While in the private sector, he has also received accolades as a global outstanding manager in business and operational excellence.

Mr Teo has a Bachelor Degree in Accountancy from Nanyang Technological University.

Mr Shi Lei’s career  in the civil aviation and energy sectors in China spans over 30 years,  during which time, he held several senior leadership roles and has extensive  experience in corporate management. He worked in CAAC Shandong Regional Administration from 1988 to 1993, and joined the Shandong branch of China National Aviation Fuel Corporation Ltd (“CNAFCL”) in September 1993, where he spent 16 years and held various positions including Head of Human Resource, Deputy Manager and General Manager of CNAFCL. In October 2009, Mr Shi took on the role of Deputy General Manager at the East China branch of CNAFCL and was subsequently appointed as Deputy General Manager at the Northwest branch of CNAFCL in April 2011. Mr Shi is currently the General Manager-Human Resource of China National Aviation Fuel Group Limited (“CNAF”), a position he held  since 2016. He had also assumed the role of Assistant to General Manager of CNAF since 2019.

Mr Zhang Yuchen is currently the Safety Director and General Manager of Safety, Quality and Environment Department of China National Aviation Fuel Group Limited. He has extensive experience in the energy industry and business management, and has held various senior executive positions including General Manager and Deputy General Manager of South China Bluesky Corporation Ltd, Hubei branch, between January 2013 to July 2018, and Manager of Safety Monitoring Technology Development of South China Bluesky Corporation Ltd between August 2009 to January 2013.

Prior to his current appointment with the Company, Mr Lin Yi was the General Manager of China National Aviation Fuel South China Bluesky Corporation Ltd, a position he held since November 2018. 

With over 30 years of experience in the energy industry, Mr Lin brings a wealth of knowledge and skills to the Company with his extensive experience in the areas of safety management and business development.

Mr Lin started his career in the Safety Technology Department at China National Aviation Fuel Corporation Ltd in 1991, gradually working his way up to senior management levels. 

He served as the General Manager of China National Aviation Fuel South China Bluesky Corporation Ltd (Guangxi Branch) between April 2006 and November 2007. From November 2007 to February 2008, he was the Assistant to General Manager of China National Aviation Fuel South China Bluesky Corporation Ltd as well as the General Manager of China National Aviation Fuel South China Bluesky Corporation Ltd (Guangxi Branch). He was the Assistant to General Manager of China National Aviation Fuel South China Bluesky Corporation Ltd between February 2008 and September 2010. He was the Adviser to General Manager of China National Aviation Fuel South China Bluesky Corporation Ltd between September 2010 and May 2013. He served as the General Manager of China National Aviation Fuel South China Bluesky Corporation Ltd (Guangdong Branch) between May 2013 and November 2018. 

Mr Lin holds a Bachelor’s degree in Engineering Studies and is a certified Senior Engineer. Under his leadership, several technical designs devised by Mr Lin and his team had garnered industry recognition and were patented in China. In addition, he was also a member of the China Aviation Oil Think-tank.

Mr Hee Theng Fong is a full-time independent arbitrator and mediator with The Arbitration Chambers.

Prior to his current appointment, he was a consultant at Harry Elias Partnership LLP since 2014. He served as Senior Partner at RHTLaw Taylor Wessing LLP from May 2011 to June 2014, and Partner at Khattar Wong LLP from June 2008 to April 2011. 

With over four decades of legal experience, Mr Hee has handled more than 200 cases in civil litigation and international arbitration as lead counsel or arbitrator. Mr Hee is also a Specialist Mediator (China) and Ambassador of Singapore International Mediation Centre (SIMC), as well as an accredited Mediator of Singapore Mediation Centre (SMC).

Mr Hee has written many awards in both English and Chinese in international arbitration cases in SIAC, CIETAC, HKIAC and ICC. He is a regular speaker at seminars on Directors’ Duties and Corporate Governance organised by the Singapore Institute of Directors and the Singapore Exchange Ltd.

He also serves as the Deputy Chairman of Singapore Medishield Life Council and a board member of the Singapore Traditional Chinese Medicine Practitioners Board. He is a member of the Advisory Committee for “China Ready Programme” under the Ministry of Law as well as a member of the Singapore-China Joint Experts Team formed by the Singapore Ministry of Law and China Council for the Promotion of International Trade. He is also a director of several listed companies. Mr Hee was awarded the Public Service Medal (BBM) in 2015 and appointed as a Justice of the Peace (JP) in April 2018. 

Mr Hee holds a Bachelor of Laws (LLB) (Hons) from the National University of Singapore and a Diploma in PRC Law from the Suzhou University, China. He was trained at Harvard Law School in Advanced Mediation Workshop. He is a Fellow of the Chartered Institute of Arbitrators (UK) and the Singapore Institute of Arbitrators.

Dr Fu is currently the General Manager of Beijing Rongyi Investment and Management Co., Ltd as well as Beijing Jingguochuang Funds Management Co., Ltd. He has extensive experience in projects investment and assets management. Prior to his current appointments, Dr Fu had served as the Deputy General Manager at Beijing Innovation Industry Investment Co., Ltd, as well as the Funds Investment Department in Beijing State-owned Capital Operation and Management Center.

Dr Fu holds a Doctor of Philosophy in Financial Engineering from Heriot-Watt University, UK.

Dr Jeffrey Goh is the Group Chief Executive Officer of Gulf Air Group Holding, a state-owned enterprise entrusted with overseeing and developing the air transportation industry in Bahrain. The Gulf Air Group Holding comprises national carrier Gulf Air, Bahrain Airport Company, Gulf Aviation Academy and joint venture companies in airport services and duty free.
 
Prior to his current appointment, Dr Goh held several senior executive positions at Star Alliance for over 16 years, including serving as the Chief Executive Officer of Star Alliance (Germany/Singapore), a role he assumed since January 2017, and as the Chief Operating Officer & General Counsel, General Counsel & VP Corporate Services, with responsibilities including strategy and membership development, human resources, joint sourcing and fuel-related projects, legal, finance and project management. 
 
Dr Goh has significant international experience and exposure in the private and public sectors. He possesses extensive knowledge of global airline alliances and airline industry, and has broad experience in senior corporate management including strategy development and cross-cultural stakeholder management as well as in the sustainability initiatives. 
 
Dr Goh has a Doctor of Philosophy in Principles and Policies of Regulating Airline Competition from the University of Sheffield, UK, and a Bachelor of Laws from the University of Hull, UK

Mr Richard Yang, currently the General Manager of Air BP China in BP (China) Holding Company Limited, is responsible for the aviation division in the China region, and has extensive industry and business management experience. 

Prior to joining BP, Mr Yang was Managing Director at A Bearing Capital (“ABC”), Senior Vice President, Asia & General Manager, China, at TPI Composites Group. Before that, he held numerous leadership positions in China at SKF Group including Vice President, Director and General Manager of its Automotive, Strategic Industries, Heavy Industries and Services businesses in China. 

Mr Yang graduated from Huazhong University of Science & Technology with a Bachelor in Mechanical Engineering. He also holds a PhD in business administration from West Coast University and has a Master of Business Administration from Columbia South University in the United States.
